The objective of this survey is to support the European Commission's impact assessment on possible simplification measures in EU road transport legislation. The target audience of the survey includes road haulage and passenger transport operators, freight forwarders and logistics service providers, industry associations, drivers' and workers' representative organisations.
Please answer on behalf of your organisation, based on its experience and knowledge. Informed estimates are welcome where exact figures are not available, and a 'don't know' option is provided where relevant. Where a question asks about level of effort required, please indicate the time needed (in person-hours, days or months, as appropriate) rather than monetary values, as this is more comparable across countries. Monetary values of cost estimate (in EUR) should be provided only where explicitly indicated by the question.
The survey is structured as follows:
- Section 1 includes questions covering the profile of your organisation (all respondents).
- Section 2 asks about your level of agreement with the problems this initiative seeks to address and its objectives (all respondents).
- Section 3 asks about your experience of roadside controls and related compliance tasks today: how often your vehicles are checked, how long checks take and what they cost, the documents your vehicles carry, how you manage freight information and tachograph data, and how you find information on the rules. These questions aim to give us a picture of current practice (Operators, Freight Forwarders, Drivers' / Workers' representative organisation).
- Section 4 asks for your views on each of the specific measures under consideration, labelled with letters (All respondents - please consider if relevant to you):
- A: retrieving an undertaking's risk rating from a vehicle's number plate.
- B: publication of the risk rating.
- C: linking the risk rating to the loss of good repute procedure.
- D: identifying the type of operation before a stop.
- E: electronic freight information as evidence in posting checks.
- F: documentary checks completed after the vehicle has left.
- G: recording loading and unloading locations on the tachograph.
- H: the Road Transport Portal (information on the rules in one place and reporting. irregularities)
- J: digital credentials instead of paper documents.
- K: online journey form.
- M: wider use of e-learning in periodic training of professional drivers.
- N: shorter periodic training modules.
- O: a wider range of vehicles for the initial qualification test.
- P: remote tachograph software updates.
For each measure you are asked about the impacts you expect and your support.
Please note that Measures I and L concern authorities only and are not covered in this survey.
- Section 5 provides an opportunity to share any additional comments or suggestions for simplification. It also includes a question on whether you agree to be contacted for clarification or follow-up questions (all respondents).
