Why are we consulting?
We are inviting you to have your say on our draft review of the Hillhouse Enterprise Zone Masterplan.

Hillhouse International on the Wyre Estuary became a Central Government agreed Enterprise Zone (EZ) in 2016. This review builds on the Masterplan which was consulted on in 2018 and has since been adopted by Wyre Council. Since then, various background changes at the site and in relation to the wider business environment have occurred.

Wyre Council is responsible for this review, commissioned in conjunction with NPL Group as the primary landowner. The review explains:

Wyre Council as accountable body for the EZ will be leading on this consultation. The objective of the consultation is to share the aspirations for the site and also receive feedback on the masterplan from organistations, business representatives, councillors and members of the public. Your feedback will help to guide our priorities and realise the wider benefits of the EZ for Wyre.

Closing date: The online survey will close at midnight on 06/11/2026.

How we will use the information
The findings from this survey will be considered over the coming weeks. Recommendations are due to be published later in 2026.

This consultation is separate from ongoing matters relating to contamination close to the site, with updates on those issues continuing to be issued separately.
