Survey for preparers of financial statements on the IASB's Exposure Draft Risk Mitigation Accounting

Introduction and objective

  1. The aim of this survey is to gather insights on the anticipated impacts of applying the IASB’s proposals presented in Risk Mitigation Accounting - Proposed amendments to IFRS 9 and IFRS 7 (ED), in order to identify any potential significant issues in implementation or application, to assess whether further guidance may be necessary, and to estimate the efforts required to implement and apply the IASB’s proposals. 
  1. This survey covers the IASB’s proposals on: objective and scope of risk mitigation accounting, underlying portfolios, determining the net repricing risk exposure, designated derivative, risk mitigation objective and benchmark derivatives, recognition and measuring the risk mitigation adjustment, discontinuation of risk mitigation accounting, effective date and withdrawal of IAS 39, transition, disclosure requirements, and insurer’s risk management strategy. 

  1. This survey is directed at IFRS preparers.
    A separate survey is directed at users.
    A separate survey to identify entities who undertake fieldwork was published.
    If you conduct fieldwork, please provide us with relevant information via that survey. 

Timeline and relevant information 

  1. The deadline to fill out the survey is 15 September 2026. Please submit your answers by clicking on the ‘Submit’ button at the end of the survey.  

  1. We are aware that some of the responses may be tentative, as certain operational considerations related to the RMA model can only be fully confirmed after the field test. 

  1. Results from this survey will be used as input for EFRAG’s comment letter, and a summary report of the survey will be published on EFRAG’s website. The collected information will remain confidential, and when used in documents, it will be presented in such a way that no individual company or person can be identified.  

  1. EFRAG has currently published its draft comment letter (DCL) on 10 February 2026, with a comment period deadline of 09 October 2026. 

  1. Some of the questions in the survey (numbered in accordance with the Questions to Constituents in EFRAG’s DCL) are similar to those included in EFRAG’s DCL. Therefore, entities may choose to reply to these questions either in response to EFRAG’s DCL or to this survey. 

  1. Please note that you can save the draft questionnaire and go back to it at a later time by clicking on the button ‘Save and continue later’ in the right top corner of the page (please check the spam folder of your mailbox, if needed). EFRAG will only consider submitted surveys. 

What are participants expected to do?  

  1. To answer the questions, contribution is expected from the accounting department (AC) and from the risk management department (RM). To facilitate the filling out of the questionnaire, some questions are marked as '(AC)', '(RM)', or '(AC and RM)' indicating which department EFRAG expects would likely be involved in answering the question(s).  

  1. Participants are not required to respond to all questions of the survey. Whilst EFRAG would welcome feedback on as many elements as possible, participants are invited to focus on the issues which they find the most relevant. 

  1. Participants are encouraged to provide a technical analysis to support their view to the extent possible.
