Training Programme: How to carry out stakeholder and citizen engagement in practice

Our exclusive programme is tailored for Charter Signatories, guiding you through the essential aspects and proven methods for effective stakeholder and citizen engagement in climate adaptation. The programme includes eight sessions focusing on engagement activities that can benefit regions in the design and implementation of different steps of the adaptation cycle – everything from preparing the ground for adaptation (Step 1 of the RAST) to monitoring and evaluating the implementation of the adaptation plan (Step 6 of the RAST).

Each session is designed to be informative and engaging, so you can expect hands-on exercises that provide clear and practical insights. We will combine:
- a presentation providing context and background about the selected methods/tools,
- presentations by regions / Mission projects on their experiences in the use of these methods/tools, and
- hands-on exercises on how to apply these methods/tools in practice.

The programme is structured into the following sessions:
 
Session#1: Designing an engagement strategy (Feb 6th - repeated Feb 29th) – RAST step 1, with a focus on stakeholder engagement
In this session, we will introduce why engaging with stakeholders and citizens is important. We will display examples of engagement strategies combining participatory processes where many agents are involved with different levels of engagement. The session will be completed with exercises on stakeholder mapping and stakeholder analysis that can help you to better understand how to conduct these processes and what type of information you can get to better understand relationships between stakeholder and how these need to be considered in your engagement strategy.

Session#2: Climate citizens’ assemblies (Feb 14th – repeated Mar 4th) – RAST steps 1-5, with a focus on citizen engagement
A climate citizens’ assembly is a democratic process that allows participants to engage in dialogue and co-develop solutions. It aims to involve citizens in the deliberation of municipal, regional, national, and international policies on climate change. In this session, you will be able to learn about existing experiences and get practical guidance on how to design and implement a climate citizens’ assembly.

Session#3: Climate adaptation workshops (Feb 22nd – repeated Mar 12th) – RAST steps 2-4, with a focus on stakeholder engagement
This session introduces practical aspects of the design and organisation of sectoral or cross-sectoral workshops to gather inputs and/or validate outputs related to Step 2 (vulnerability and risk assessment), Step 3 (identification of adaptation options and Step 4 (prioritisation of adaptation options) of the RAST. In the practical exercise, we will review an actual case study and collaboratively design an annotated agenda for a workshop, including selecting participatory methods to make the event more dynamic and reach our objectives.

Session#4: Awareness raising campaigns (Mar 19th – repeated Apr 9th) – RAST steps 1-6, with a focus on citizen engagement
This session introduces key concepts and elements of communicating climate change to citizens. It will include good practices to capture the attention of citizens under a context of competence. We will work together in the design of an awareness campaign considering all these insights.

Session#5: Communities of Practice (Apr 2nd) – RAST steps 1-6, with a focus on stakeholder engagement
Communities of Practice focused on climate change are organised groups of people who share a common interest and want to coordinate efforts towards achieving shared goals. Through sharing knowledge, learning from each other, improving skills, and advancing general knowledge, climate-focused practice communities are seen as conducive to the development, scale-up and transferability of innovative and creative practices.

Session#6: Green Participatory Budgets (Apr 23rd) - RAST step 5, with a focus on citizen engagement
A green participatory budget gives citizens a direct say in how public budgets are allocated and spent for addressing climate change. In this session, we will share information and examples of how these processes have been undertaken and will work together on the design of a simulated regional participatory budget process to allow our citizens to participate in the selection of adaptation options to address a particular challenge.

Session#7: Creative citizens’ engagement (May 21st)
How can we find ‘unusual allies’ by involving citizens in adaptation planning through the use of arts, sports, and culture? In this session, we will share several examples of ‘unconventional’ methods of engaging citizens and raising awareness of climate change, and will show how these tools can be applied in practice.

Session#8: Citizen Science (June 11th) - RAST step 6, with a focus on citizen engagement
Citizen science is a form of scientific research that involves the participation of ordinary people, or non-professional scientists, in the gathering and analysis of data. This can be a helpful tool to support monitoring and evaluation of several actions implemented under our adaptation plan.
