Context and scope of the study: Thank you for taking the time to participate in the survey to support the ex-post evaluation of the
LIFE programme 2014-2020 .
The external and independent ex-post evaluation report shall be submitted by the Commission to the European Parliament, the Council, the European Economic and Social Committee and the European Committee of the Regions by no later than 31 December 2023 (as required by Art. 27(2)(b) of the LIFE 2014-2020 Regulation (EU) n° 1293/2013 3).
The LIFE programme is the EU flagship instrument for the environment and climate action. It aims at contributing to the implementation, updating and development of EU environmental and climate policy and legislation by co-financing projects with European added value.
In this context, the ex-post evaluation will evaluate the implementation of activities funded under the LIFE programme 2014-2020. It will help gather evidence and formulate overall conclusions and possible recommendation to improve the implementation of LIFE activities.
In your replies, please try to stick to your experience with the
LIFE 2014-2020 Programme, without including considerations on the 2021 and 2022 calls for proposals.
The survey has been designed to allow for input from all types of stakeholders. A few questions are posed specifically to LIFE project beneficiaries, to NCPs and Member State Committee Members and to monitors and evaluators.
Aim of the survey: The outcome of this study will consist of relevant findings and recommendations for future iterations of the LIFE Programme and enforce its synergies with the wider EU policy landscape, especially within the European Green Deal framework.
Method:
- The survey is composed of between 26 and 45 questions (depending on the category of respondent you represent) and should take no longer than 30-40 minutes to complete. It is also possible to attach papers or supporting documentation: they will contribute to the ex-post evaluation of the LIFE programme 2014-2020.

- All responses will be anonymised. The survey data will be analysed at an aggregate level and no individual (anonymised) responses will be published.
