Mapping micro-credentials in European labour market related education, training and learning: questionnaire for organisations representing employees

Background information about the survey

The survey is implemented as part of the project "The role of micro-credentials in facilitating learning for employment" commissioned by CEDEFOP, the European Centre for the Development of Vocational Training. The project aims to understand the characteristics of and roles played by micro-credentials for labour market related skills development. The project not only seeks to understand the use of micro-credentials within vocational and professional education but also their independent use by companies and sectors. The findings of the project will support a better understanding of how national and international qualifications and certifications are evolving. Please read the official endorsement letter from CEDEFOP.

A preliminary working definition of micro-credentials has been proposed by a consultation group formed by the European Commission (2020). The definition is as follows:

"A micro-credential is a proof of the learning outcomes that a learner has acquired following a short learning experience. These learning outcomes have been assessed against transparent standards. The proof is contained in a certified document that lists the name of the holder, the achieved learning outcomes, the assessment method, the awarding body and, where applicable, the qualifications framework level and the credits gained. Micro-credentials are owned by the learner, can be shared, are portable and may be combined into larger credentials or qualifications. They are under-pinned by quality assurance following agreed standards."

While the term "micro-credential" is increasingly used to capture the official and/or formal valuing of smaller units of learning, a number of other terms are commonly used. When filling in the survey, please also feel free to consider any shorter forms of credentials (smaller than a full qualification) that are offered in your country, even if they do not entirely correspond to the proposed terms. These can include but are not limited to digital badges, open badges, academic certificates, nano degrees, micro masters, professional certificates, vendor-specific certificates and vendor-neutral certificates. 

The survey is targeting the organisations representing employees to gather your views about the role of micro-credentials or similar short credentials in facilitating learning for employment and employability. It will ask about:
  • Characteristics of micro-credentials that you provide or are aware of.
  • Usefulness of these micro-credentials.
Your response will be of value to further a dynamic development of the European education and training systems for employment. The survey will take around 15 to 20 minutes to complete.
